  2.                          POLISH  Echo  Rules.
  3.                       ------------------------

  5. 1. POLISH echo is designated for all persons wishing to write in Polish 
  6.    on any subject, or in English on subjects referring to Poland or
  7.    Polish people living abroad.
  8.    It is carried on the FidoNet "Backbone" distribution system and it
  9.    is listed in the official FidoNet EchoList. Tagname -  POLISH.
  10.  
  11. 2. A Moderator of POLISH echo is responsible for conducting all FidoNet
  12.    formalities, necessary for conference existence and distribution.
  13.    The Moderator is elected by all participants of the conference for
  14.    unlimited period of time.
  15.  
  16. 3. Moderator should elect at least one Co-moderator and pass to him all
  17.    information including the password for updating the ECHOLIST necessary
  18.    to distribute the conference on the FidoNet and other networks.
  19.  
  20. 4. The Co-moderator has full authority and responsibility to carry out any
  21.    and all actions that pursuant to FidoNet formal and informal policies 
  22.    are the responsibility of the moderator.In the absence of the Moderator
  23.    from the echo for two weeks or longer, the Co-moderator will assume
  24.    the Moderator's responsibilities pending his return.
  25.  
  26. 5. The Moderator can be removed from his post by conference participants
  27.    by means of voting. Voting for Moderator removal must be requested
  28.    by majority (50% + 1) conference participants.
  29.    The period of voting can not be shorter than four weeks.
  30.  
  31. 6. The Moderator can at any moment inform the participants of his desire
  32.    to relinquish his function. At the same time he should stay at his
  33.    post until the members of the conference elect a new Moderator, but
  34.    no longer than for 8 weeks.  Seceding Moderator can not reserve for
  35.    his exclusive use the name of the conference or any other laws or
  36.    privileges he had during his moderatorship.
  37.  
  38. 7. Users are expected to be polite, courteous, helpful to other users,
  39.    and stay on topic at all times. There will be NO FLAMES (personal
  40.    attacks)and no improper (vulgar) language. No handles. Respect your
  41.    fellow users.Any complaints regarding the conduct of others in the echo
  42.    should be sent via private netmail to the Moderator or call his BBS and 
  43.    leave the e-mail. I will take whatever appropriate action I see fit.

  45. 8. The contents of messages are to be plain text and must be in ASCII.
  46.    Eight-bit ASCII and Extende/highbit ASCII or ANSI is not allowed.
  47.    All characters in displayed message data (text/header) must be in the
  48.    range 32 to 126, which rules out control characters.
  49.    Messages entered into echo are considered public domain, and "private"
  50.    messages are not allowed.
  51.  
  52. 9. Each sysop will be responsible for all messages in this echo that
  53.    originate from his/her bbs or its supported points, and must see that
  54.    their users comply with the rules of this echo.
  55.  
  56. 10.Moderator has the right to suspend or exclude immediately from
  57.    the conference any participant(s) whose behavior is discordant with
  58.    or violates the law. For participants violating social and courtesy
  59.    norms Moderator can call for an open voting to suspend or exclude
  60.    such a person(s) from the conference.
  61.  
  62. 11.The Moderator will not be responsible for any messages posted on
  63.    this echo other than those posted by himself.
  64.  
  65. 12.The rules of the conference after their verification and approval by 
  66.    majority participants are to be posted at least once a month in Polish
  67.    and English languages and also published in the ECHOLIST.

  78. 1. POLSKIE echo jest konferencja przeznaczona dla wszystkich osob
  79.    pragnacych korespondowac w jezyku polskim na dowolne tematy,lub w jezyku 
  80.    angielskim na tematy zwiazane z Polska i zyciem Poloni za granica.
  81.    Jest rozprowadzane na FidoNet jako "Backbone" i figuruje oficjalnie
  82.    na liscie ech pod nazwa -  POLISH.

  84. 2. Za poprawne prowadzenie spraw formalnych w FidoNet zwiazanych
  85.    z istnieniem i rozpowszechnianiem konferencji odpowiedzialny jest
  86.    jej Moderator, wybierany w glosowaniu przez wszystkich uczestnikow
  87.    konferencji na czas nieokreslony.

  89. 3. Moderator powinien wybrac co najmniej jednego Wspolmoderatora i
  90.    przekazac jemu wszelkie istotne informacje dotyczace rozpowszechniania
  91.    konferencji na Fidonet i innych sieciach, wlacznie z haslem dla 
  92.    aktualizacji ECHOLIST.

  94. 4. Wspolmoderator ma pelne prawa i odpowiedzialnosc za Echo w podejmowaniu
  95.    formalnych decyzji. Podczas nieobecnosci Moderatora na echu powyzej
  96.    dwoch tygodni lub wiecej, Wspolmoderator obejmuje obowiazki Moderatora,
  97.    az do jego powrotu.
  98.  
  99. 5. Moderator moze zostac odwolany przez uczestnikow konferencji w wyniku
  100.    glosowania. Wniosek o glosowanie celem odwolania Moderatora musi byc
  101.    zgloszony przez co najmniej wiekszosc uczestnikow konferencji (50%+1).
  102.    Okres zbierania glosow powinien wynosic co najmniej 4 tygodnie
  103.    od momentu ogloszenia glosowania.
  104.  
  105. 6. Moderator moze w dowolnym momencie zglosic chec zaprzestania pelnienia 
  106.    tej funkcji, powinien jednak pozostac na tym stanowisku az do momentu 
  107.    wybrania przez uczestnikow konferencji nowego Moderatora
  108.    (nie dluzej jednak niz 2 miesiace).  Ustepujacy Moderator nie moze
  109.    rezerwowac dla siebie nazwy konferencji, ani tez zadnych innych praw,
  110.    ktore posiadal podczas pelnienia funkcji Moderatora.

  112. 7. Uczestnicy konferencji powinni byc uprzejmi, kulturalni i pomocni
  113.    dla innych a takze pisac na wlasciwy temat.
  114.    Nie beda tolerowane pod zadnym wzgledem osobiste ataki, uzywanie
  115.    wulgarnego jezyka czy tez pseudonimow. Skargi i wnioski powinne byc
  116.    przeslane do Moderatora za posrednictwem Netmail lub pozostawione na
  117.    jego BBS-ie jako prywatny list. Po otrzymaniu skargi Moderator podejmie
  118.    odpowiednie kroki w stosunku do danego uczestnika echa.

  120. 8. Tresc wiadomosci pisanych na echu musi byc w czystej formie ASCII.
  121.    Extended/High-bit ASCII lub ANSI sa nie dopuszczalne.
  122.    Wszystkie wiadomosci sa traktowane jako publiczne.
  123.    Regulamin FidoNet echa zabrania pisania i publikowania prywatnej poczty
  124.    na publicznym echu ktore to jest dostepne dla wszystkich.

  126. 9. Kazdy operator systemu BBS ktory posiada Polskie echo jest
  127.    odpowiedzialny za wszystkie wiadomosci jakie zostaly przeslane do Echa
  128.    z jego BBS-u a takze punktow jakie sa podlaczone do niego. Wymagane jest
  129.    aby SysOp zaznajomil uczestnikow z regulaminem Polskiego echa.

  131. 10.Moderator ma prawo natychmiastowego wykluczenia z konferencji
  132.    uczestnika prowadzacego w niej dzialalnosc niezgodna z prawem.
  133.    W stosunku do innych uczestnikow naruszajacych normy towarzyskie
  134.    i grzecznosciowe Moderator moze zarzadzic glosowanie nad wykluczeniem
  135.    takiej osoby z konferencji.

  137. 11.Moderator nie moze byc odpowiedzialny za wiadomosci jakie napisali
  138.    inni za wyjatkiem tych ktore sam napisal.
  139.  
  140. 12.Reguly konferencji, po ich weryfikacji i zatwierdzeniu przez
  141.    uzytkownikow, oglaszane sa co najmniej raz w miesiacu w jezykach
  142.    polskim i angielskim, a takze publikowane sa w ECHOLIST.
